Is this considered an answer "prime"? Because the answer you gave me is not one of my choice on my multiple choice question.

Those are the simplest fraction and are no doubt consider 'prime'.  Any expression, however, can be expressed in a variety of different ways, so if you are looking for an exact match, for example, of '-a+4' it can just as easily be stated as '4-a'. 

It would help us to answer your inquiry if more information was available, i.e. 'what choices are you visualizing?'.
