I am quite good in math otherwise but problems in converting decimals baffle me and I am at a loss. It would be wonderful if you can let me know of a reasonably priced math help tool that I can use?

You need not worry; this subject seems to be difficult because of the many new symbols that it has. Once you learn the concepts, it becomes fun.
