I am ok in math otherwise but problems in equation properties baffle me and I am at a loss. It would be great if you can let me know of a reasonably priced math help tool that I can use?

If you have a doubt, you need to makes an effort to remove it. I would not suggest extra classes, but would ask you to try Algebrator. It will surely solve your problem concerning college algebra worded problems with answers to a large extent.
